D.S.E.A.R. Dangerous Substances and Explosive Atmosphere Regulations
Introduced on 9 December 2002, the Dangerous Substances and Explosive Atmosphere Regulations (DSEAR) was introduced to set a minimum requirement for the protection of workers from fire and explosion risks relating to dangerous substances and potentially explosive atmospheres.
br/>The Regulations implement two European Directives: 1. Explosive Atmospheres Directive 99/92/EC (ATEX 137) and 2. The safety aspects of the Chemical Agents Directive (CAD).
Employers must undertake the following to comply with the DSEAR: 1. Conduct a risk assessment of all operations and procedures involving potentially dangerous substances. 2. Take actions to reduce or eliminate risks. 3. Carry out a hazardous area classification. 4. Within hazardous zones ensure correctly rated electrical and mechanical equipment is used. 5. Make arrangements to deal with accidents and emergencies. 6. Provide information and training to employees on DSEAR. 7. Identify pipes and containers containing dangerous substances. 8. Introduce measures to protect against explosions where a workplace is shared by more than one employer
